The State of Illinois, through the Help Illinois Families initiative, provides relief for households struggling with essential needs such as utility bills, rent, food, shelter, and employment support. Programs are administered by the Illinois Department of Commerce & Economic Opportunity (DCEO) in partnership with local agencies.
What is Help Illinois Families?
A statewide program that helps households pay for utilities, rent, food, shelter, and other essential needs.
What programs are included?
Low-Income Home Energy Assistance Program, LIHEAP / Low-Income Household Water Assistance Program, LIHWAP: Help with heat, electricity, gas, propane, and water bills.
Community Services Block Grant, CSBG: Support for rent, food, medicine, and temporary shelter.
Illinois Home Weatherization Assistance Program, IHWAP: Energy efficiency improvements to lower utility costs.
Who can apply?
Households that meet income guidelines. You’ll need:
Proof of income from last 30 days
Social Security Number or Individual Taxpayer Identification Number for all household members
A utility bill or lease, depending on assistance requested
When can I apply?
LIHEAP: Oct. 1, 2025 – Aug. 15, 2026, or until funds run out
CSBG: Year-round
