Rendering of Residences at River Pointe

The proposed Residences at River Pointe development at 400 South River Street would provide 72 units of workforce housing, supporting one of the key goals in the City of Batavia’s Strategic Plan. The project consists of a single four-story residential building.

 To complete the estimated $23.24 million project, the developer, Fox River Affordable Housing, in partnership with the Housing Authority of Elgin, plans to utilize a mix of private equity, Low-Income Housing Tax Credits, and conventional mortgage financing. In May 2025, the City Council gave tentative approval to provide up to $1.2 million in Tax Increment Financing assistance to cover land acquisition and early phase planning and engineering costs.

 The project requires amendments to the City’s Comprehensive Land Use Map, Zoning Map. The applicant is asking the City to approve the building and site design, as well as to combine the parcels into one lot as part of this request.

 The Batavia Plan Commission and Zoning Board of Appeals will hold a public meeting and hearing to consider the development and the proposed zoning and land use map changes at 7 p.m. on January 21 in the City Council Chambers, 100 N. Island Ave.
